To ensure the safety, fairness, and efficiency of the MiniEx OTC trading area and to build a trustworthy trading environment, the platform has established this "OTC Merchant Code of Conduct," which applies to all OTC merchants certified by MiniEx. All merchants must strictly adhere to the following terms during their operation:
I. Account and Certification Requirements
- Merchants must complete the platform's advanced real-name authentication to ensure the account ownership is real and legal.
- All payment and receipt accounts used by merchants (bank cards, Alipay, WeChat, etc.) must match the real-name authentication information. It is strictly prohibited to use someone else's account or provide false information.
- Merchants must provide accurate qualification information when submitting applications and maintain the validity of the materials. If the materials expire or change, they must be updated promptly.
II. Advertisement Publishing Standards
- Advertisement content must be true and accurate; false prices, false payment methods, or misleading descriptions are prohibited.
- Merchants should set reasonable transaction limits, inventory quantities, and price ranges based on their capacity to undertake transactions.
- Merchants must not frequently list/unlist advertisements to disrupt the market, nor maliciously attract clicks with low prices without fulfilling transactions.
- Merchants must ensure that the advertisement status is consistent with the payment method; if there is a temporary change in the payment account, related advertisements must be taken down first.
III. Transaction Operation Requirements
- After the order is generated, merchants must complete the currency release within the specified time; malicious delays or unjustified refusals are strictly prohibited.
- Before receiving payment, merchants must not require buyers to click "I have paid" in advance; otherwise, it will be considered inducement for violation.
- Merchants must not privately guide users to conduct transactions offline, make payments outside the platform, or add third-party communication tools for transactions.
- If the user’s payment is abnormal, merchants should communicate promptly through the platform's chat system and negotiate a solution; orders should not be canceled without reason or left unresponsive.
IV. Communication and Service Obligations
- Merchants should keep their bound phone, platform messages, and app notifications available to ensure timely responses during trading hours.
- Merchants should communicate with users using the platform's chat system, and all communications must adhere to civil language; insults, threats, inducement, or fraud against users are prohibited.
- In case of account or payment anomalies, merchants are obligated to assist users in providing payment information for processing disputes or unfreezing funds.
V. Risk Control and Compliance Obligations
- Merchants must actively cooperate with the platform's risk review, including providing payment screenshots, identity materials, transaction records, etc.
- The following behaviors are prohibited, and once discovered, corresponding penalties will be imposed based on the severity of the situation:
- Using advertisements for false transactions, volume manipulation, or arbitrage.
- Maliciously withholding currency after receiving payment.
- Inducing users to conduct transactions outside the platform.
- Engaging in fraud, money laundering, account resale, or other illegal activities.
- Multiple complaints verified as the merchant's responsibility.
VI. Violation Handling Mechanism
The platform will take one or more of the following measures based on the nature and impact of the behavior:
- Warning and recording the behavior.
- Limiting advertisement publishing and order acceptance permissions.
- Freezing part or all of the deposit.
- Suspending or permanently closing the merchant's account.
- Referring suspected illegal activities to legal authorities for handling.
VII. Disclaimer
MiniEx is not responsible for order losses or account risks resulting from the merchant's operational errors or non-compliance with the standards. The platform reserves the final right to supervise, handle, and interpret merchant behavior.
VIII. Supplementary Provisions
This code serves as the basic code of conduct for MiniEx OTC merchants, and all merchants must be aware of and commit to compliance.
The platform has the right to adjust this code based on operational conditions and regulatory requirements and will publish such adjustments in the form of announcements.
The continued use of platform services by merchants is regarded as agreement to and acceptance of the latest version of the "OTC Merchant Code of Conduct."
